A robust drug and alcohol testing program is only as strong as the data supporting it. The Federal Motor Carrier Safety Administration (FMCSA) recognizes that the integrity of the commercial driving sector relies heavily on the Drug and Alcohol Clearinghouse. To combat an increase in fraudulent accounts and unauthorized database access, the DOT is fundamentally changing how users log in.

In an administrative announcement, the FMCSA rolled out mandatory, enhanced identity verification requirements for specific users accessing the Drug and Alcohol Clearinghouse online database.

The days of simple email-and-password registrations are ending. If you or your compliance partners interact with the Clearinghouse, you need to understand these new security protocols immediately.

Who Is Affected by the New Requirement?

The FMCSA is rolling this out in phases. The new identity verification process applies strictly to new registrations for the following user roles:

Employers without an FMCSA Portal Account
Consortium/Third-Party Administrators (C/TPA)
Medical Review Officers (MRO)
Substance Abuse Professionals (SAP)
Assistants invited to register under another registered entity

Note: The FMCSA has confirmed that existing Clearinghouse users will be prompted to complete this same identity verification process in a future phase.

How the New Verification Process Works

To prevent unauthorized actors from manipulating safety-sensitive records, the FMCSA has integrated a mobile identity check into the registration workflow.

When a new user from the list above attempts to register for the Clearinghouse, the system will intercept the registration and require the following steps:

Mobile Authentication: Users will be prompted to scan a QR code using a mobile device, which links directly to the secure FMCSA Identity Verification application.
Document Scanning: Users must use their mobile camera to scan a valid, government-issued ID.
Facial Verification: Users must complete a digital facial verification step to prove they match the submitted ID.

Once verified, the system automatically extracts the user’s name directly from the ID document to populate their Clearinghouse profile. This information is locked and cannot be manually edited by the user, permanently closing loopholes used to create false driver or employer profiles.

Before considering any pre-owned vehicle, obtain a vehicle history report. These reports can reveal crucial information about the car’s past, including accidents.

What You Should Do Now

Do not let a technical hurdle disrupt your hiring pipeline or compliance reporting. If your fleet is bringing on new safety managers, or if you are partnering with a new C/TPA or Medical Review Officer, ensure they are prepared to complete this verification process before they attempt to register.
